九、我国面临的资源问题？

（1）资源回收率低，不易回收利用的再生资源丢弃现象严重。据测算，目前我国可以回收而没有回收利用的再生资源价值达300～350亿元。每年约有500万吨左右的废钢铁、20多万吨废有色金属、1400万吨的废纸及大量的废塑料、废玻璃等没有回收利用。由于我国废旧物资零星分散，其回收、加工、运输费用高，销售价格低，致使部分品种回收量减少，与实际生成量相差较大，资源流失严重，再生资源回收利用率与世界先进水平相比差距较大。如我国每年丢弃的镉镍电池（二次电池）2亿多支；废旧家用电器、电脑及其他电子废弃物回收处理还未能提上日程。

（2）废旧物资回收利用企业普遍经营规模小，工艺技术落后。尽管国家出台了一系列优惠政策鼓励和扶持废旧物质回收行业的发展，但目前绝大多数废旧物资回收加工企业仍旧是微利或无利，基本没有条件和能力引进或采用新技术、新工艺、新设备，产品的技术含量和附加值较低，从而阻碍啊再生资源回收利用的发展进程。另一方面，国有回收企业由于历史原因形成人员、债务包袱重，市场竞争能力和抗风险能力弱，经济效益差，相当一部分回收企业亏损严重，某些回收公司经营难以为继，废旧物资回收行业发展呈低水平徘徊。

（3）再生资源回收利用技术开发投入严重不足。由于资金投入少，技术开发能力弱，导致废旧物资加工处理工艺落后，技术及装备水平极低，一些与再生资源加工处理相伴的环境污染物未能妥善处理。即使是先进适用的技术，也由于缺少资金而难以推广应用。大部分再生资源的加工处理技术还十分落后，与资源综合利用和环境保护的要求差距
